Display of EM wire breaks with circles on the map, like AFO wire break display.

Allows the client to more fully understand the spread of wire breaks along their line, not just AFO breaks. Suggest a different colour, and the ability to toggle it on the same way you change date ranges for the AFO system.

    LHPWSS uses the "all-time" wire break circles to get a quick look at where the pipes are with the most wire breaks. Currently, that doesn't include EM, so isn't really an accurate picture of overall pipe condition. The mapping with circles provides more information in terms of pipe condition than the colour-coding of the pipes.

    Pipes with any wire breaks (including EM) are displayed in different colors on the map, while the circles are used to highlight the most recent wire break to help understand the trend. Why do you think LHPWSS wants to see EM displayed with circles too?
