SBMAX64 Editor misses Sounding Adjustment Routine

There is no Sounding Adjustment procedure inside the SBMAX64. Also, standalone SA program does not support HS2X format. This is too bad for most of oust-USSR users as they still use it as a standard bar check procedure.

    Another customer complained about this one. We should really add it into SBMAX64 otherwise all of our users in Ukraine/Russia/Kazakhstan etc can't really use the editor.
