Add ability to georeference point | Assessment Services Ideas Portal

Add ability to georeference point clouds from scanning sonar systems.

Had a couple of inquiries about our ability to do this. It would be good especially for inspections. Currently I do not know another hydro software packages that can do this.

This may also require some changes to data acquisition to allow collection of such data.
