Add iXSea USBL and iXBlue Phins to Time Sync Devices

Most positioning devices have the option of using the device to synchronize clock, but the iXBlue devices do not. We have a customer who needs to use a Phins to sync their clock.

    This will work, as long as the user is using an iXBlue INS or AHRS that has integrated GPS or external GPS attached to it.


    Not always a guarantee that this is the case. As long as we put a NOTE that says something like:

    PHINS STD (MUST have GPS timing)

    in the dropdown list, should be a no brainer.
