In Shell add ability to manually move target labels

Currently if there are target lables are adjusted as an all or nothing method. In cases where there are targets close together it would be nice to be able to move individual lables around so they can be easier to see.

    rotation can be done in the spreadsheet of target editor but it would be good if we could click and drag them around with the pointer of the lable being stuck to the target. Also would be nice if this was an ability in Hyplot.
