Use Hypak LIDAR or other method to aid in calculating actual load on pipe

depth of cover can contribute to premature pipe failure. we need two measurements 1) where is the pipeline (z elevation) and 2) actual ground cover. Can we use LIDAR or other tool to measure actual ground cover?
